REQUEST FOR PROPOSALS

The Big Thompson Watershed Coalition will receive proposals for the federally-funded Colorado Department of Local Affairs Community Development Block Grant – Disaster Recovery (CDBG-DR) Ditch Improvement Program.

Proposals must be received by the Big Thompson Watershed Coalition,
attn: Tracy Wendt, PO Box 1923, Loveland, CO 80539 (mailing);
1530 Boise Avenue #204, Loveland, CO 80538 (physical)

on or before 4:00 p.m. on Friday, December 1, 2017.

This includes one hard-copy format (hand-delivered or mailed) and one electronic copy in PDF format (emailed, via Rocky Mountain eBids, or on a USB drive delivered to the given address). Proposals received after this date and time may not be considered for award.

Proposal documents are available via the Coalition website at www.bigthompson.co and on Rocky Mountain eBids.

Anticipated Contract Award Amount: $171,430*

*It is anticipated that a FEMA Conditional Letter of Map Revision (CLOMR) will be required, which is
outside the scope of this project and not included in this amount.

Mandatory Pre-Proposal Meeting & site visit: A pre-proposal meeting will be held on November 15th,
2017 at noon at the CDOT Residency Building, 2207 Highway 402, Loveland, CO, 80537, immediately followed by a site visit. The purpose of this meeting is to discuss this Request for Proposal (RFP) and to provide assistance to consultants in the interpretation of this RFP or any terms and conditions herein.

Attendees should be prepared to drive to the project site and to be outdoors and walk a short distance in weather typical for this time of year. All bidders must attend the pre-proposal meeting and site visit.

Written inquiry deadline: Written inquiries will be accepted until November 20, 2017 at 5:00 p.m. and will be responded to in writing to all interested parties by email and via Rocky Mountain eBids on November 28, 2017 at 5:00 p.m.

Selection of a consultant or a short list of bidders to be interviewed will be made by December 6th, 2017.

If interviews are held, they will be scheduled for December 7th and 8th.
